Vietnam: Implemented Notice of content change Assessment of the impact of transferring personal data abroad (Decision No. 4660/QD-BCA-A05)

On 4 July 2023, the Ministry of Public Security implemented the notification procedure for the content change Assessment of the impact of transferring personal data abroad (Decision No. 4660/QD-BCA-A05). This decision establishes a structured procedure for notifying changes in the assessment of the impact of transferring personal data abroad. The process comprises four principal stages: firstly, accessing the National Portal; secondly, providing the requisite information as instructed; thirdly, submitting the declaration; and finally, receiving a confirmation response from the Department of Cyber Security and High-Tech Crime Prevention. This regulatory framework is applicable to businesses, foreign organisations and cooperatives. The legal basis for this procedure is Article 24 of Decree No. 13/2023/ND-CP, which must be followed in the event of changes to the impact assessment profile that has already been submitted.
