On 1 March 2023, the Artificial Intelligence Development and Regulation Act of the Philippines (HB7396) was introduced into the Philippine House of Representatives including Artificial Intelligence authority governance. The Act aims at safely developing Artificial Intelligence (AI) in the Philippines while ensuring alignment with ethical principles, human rights and public interest. The Act would establish the AI Development Authority (AIDA) with the tasks of overseeing the development and deployment of AI technologies, ensuring compliance with the AI guidelines and protecting the rights and welfare of people affected by AI technologies. Specifically, the Act would mandate the AIDA to develop a national AI strategy, conduct research to promote AI technologies and establish programs and initiatives to promote the research and development of AI. Additionally, the Act would prescribe the AIDA with undertaking international cooperation and collaboration for the development and use of AI technologies. The Act would further define the composition of the AIDA, their meetings as well as the secretariat of the AIDA. The Act would enter into force fifteen days after its publication in the Official Gazette.
