China: Issued General Offices of the CPC Central Committee and the State Council Opinions on Improving the Market Access System

On 21 August 2024, the General Offices of the CPC Central Committee and the State Council announced the issuance of Opinions on Improving the Market Access System, which focus on the importance of refining the market access system. In particular, the policy outlines key measures to create a transparent, orderly, and competitive market environment, including the enhancement of the negative list management system, reducing restrictions in competitive sectors, and maintaining necessary controls in critical areas. Furthermore, the policy addresses the coordination of domestic and foreign investment policies, the gradual relaxation of access in service sectors, and the optimisation of entry conditions for emerging industries. In addition, it calls for expanding market access pilots in strategic industries, ensuring transparent and effective implementation, and strengthening organisational efforts to align with central government directives.
