Opened consultation on draft Cabinet Order on Transitional Measures for the Enforcement of the Bill Partially Amending the Consumer Product Safety Act

On 15 August 2024, the Ministry of Economy, Trade and Industry opened a public consultation until 13 September 2024 on the draft Cabinet Order on Transitional Measures for the Enforcement of the Bill Partially Amending the Consumer Product Safety Act. The Bill includes local operation requirements for foreign businesses selling products to domestic consumers through online platforms. The foreign businesses would be subject to notification under the Consumer Affairs Act and would be required to appoint a responsible person in Japan. Further, the Bill also includes measures requiring online platform providers to remove products that pose a risk to domestic consumers. Specifically, the Bill allows for transitional measures to be established by government ordinance. The government plans to implement these measures to address inquiries about specific children's products and aims to gather further information from covered entities on measures that have to be clarified.
