On 20 September 2024, the the Body of European Regulators for Electronic Communications (BEREC) closes its public consultation on the guidelines for the new EU Gigabit Infrastructure Regulation (EU 2024/1309), which replaces the 2014 Broadband Cost Reduction Directive. The guidelines will address civil works coordination and access to internal building infrastructure. BEREC is developing guidelines in two specific areas under the Gigabit Infrastructure Act (GIA). First, under Article 11(6), BEREC will establish guidelines for accessing in-building physical infrastructure, focusing on fair and reasonable terms for access and criteria for dispute resolution. Second, under Article 5(6), the guidelines will cover the coordination of civil works, addressing aspects such as cost apportionment, dispute resolution criteria, and ensuring adequate capacity for future needs. The final guidelines will be adopted by 12 November 2025.
