On 7 August 2024, the Brazil Ministry of Science, Technology, and Innovations published the Artificial Intelligence (AI) Plan (PBIA) 2024-2028 during the 5th National Conference on Science, Technology, and Innovation. The plan aims to position Brazil as a global leader in AI, particularly in the public sector, with a BRL 23 billion investment over four years. The plan emphasises the creation of the National Center for Algorithmic Transparency and Trustworthy AI as an element in ensuring the transparency, security, and trustworthiness of AI systems in Brazil. In particular, the center will focus on researching and mitigating risks associated with AI, enhancing algorithmic transparency, and ensuring the integrity of information processed by AI technologies. The center, to be established within 120 days, will publish initial studies on AI risks and transparency practices within six months. Furthermore, the plan focuses on ensuring AI is developed and applied in ways that are responsible, transparent, and secure, with commitments to privacy, data sovereignty, and cybersecurity. In addition, the plan focuses on developing AI solutions to enhance public services and promote social inclusion, including the creation of a high-performance supercomputer for advanced AI algorithms.
