On 7 August 2024, the Office of Communications (Ofcom) issued an open letter to online service providers operating in the United Kingdom in light of recent acts of violence. The letter outlines the increased risk of platforms being used to incite violence, hatred, and other offences under UK law. Ofcom highlighted existing regulations under which UK-based video-sharing platforms are required to protect users from content likely to incite violence or hatred. Furthermore, the upcoming Online Safety Act mandates online services to assess and mitigate risks of illegal activity, including content that provokes violence or spreads disinformation. Ofcom has expedited consultations on risk assessment guidance and codes of practice on illegal harms, emphasising the importance of freedom of expression while expecting proactive measures from platforms to ensure user safety.
