On 16 November 2022, the Electronic Transactions Development Agency (ETDA) published the Study Report on establishing a testing center for evaluating Artificial Intelligence (AI) technology work models. The report outlines the plan for setting up an AI testing center in Thailand to ensure AI technologies are reliable, ethical, and competitive internationally. Furthermore, the report defines AI, categorises it into systems that mimic human thought and those that operate logically, and details its applications in various sectors. In addition, the report highlights the national AI action plan for 2022-2030, which aims to boost industry and competition and describes AI capabilities as Artificial Narrow Intelligence (ANI), Artificial General Intelligence (AGI), and Artificial Superintelligence (ASI). Moreover, development techniques such as Knowledge Base Systems and Deep Learning are discussed, emphasising ontologies and expert systems. Furthermore, it also addresses challenges and advancements in inference mechanisms and deep learning. In addition, the report provides criteria for assessing AI programs, including user control, adaptability, flexibility, evolution, autonomy, functional correctness, robustness, transparency, explainability, bias/fairness, safety, and ethical risk mitigation, aligned with international standards like ISO/IEC 25010:2011 and ISO/IEC DIS 25059. Moreover, the report details the organisational structure for the centre, budget estimates, and necessary resources, including technological tools and skilled workforce and incorporates feedback from government, private sector, and academic experts. The implementation plan includes a step-by-step guide from initial setup to full operationalisation, with a timeline and milestones.
