Russia: Adopted Basic document on Net Neutrality with quality of service measures

The Basic document on Net Neutrality is published by the Russian Federal Antimonopoly Service. The document forbids Internet Service Providers from throttling or blocking any website, with the exception of those blocked at the request of the Telecommunication Authority.
