On 10 June 2024, Bill 3003-D-2024, establishing a legal framework for the regulation of the responsible use of Artificial Intelligence (AI), was introduced in the Chamber of Deputies of Argentina. The Bill applies to individuals and entities involved in providing, deploying, importing, distributing, manufacturing, and using AI systems within Argentina. The Bill lists the duties and responsibilities of the AI system providers. Users must have technological mechanisms to limit, restrict, or mitigate the effects of AI in contexts affecting human rights or vulnerable groups and ensure data quality through minimisation, rectification, and modification. They must also have protocols to detect and respond to failures, unusual behaviours, attacks, incidents, abuses, or unknown risks, including suspending or deactivating the AI to mitigate risky effects on rights. Providers and users are accountable for any damages caused by misuse or system failures. All technological mechanisms mentioned must be communicated to the enforcing authority before implementation.
