On 10 June 2024, Bill 3003-D-2024, establishing a legal framework for the regulation of the responsible use of Artificial Intelligence (AI), was introduced in the Chamber of Deputies of Argentina. The Bill applies to individuals and entities involved in providing, deploying, importing, distributing, manufacturing, and using AI systems within Argentina. The Bill categorises AI systems based on the risks they may pose into unacceptable, high, medium, and low. The medium-risk AI systems are those that do not materially influence decisions. These include systems aimed at improving human activities, detecting deviations from patterns or previous decisions without replacing them, and performing preparatory tasks without significantly replacing human activity. The developers of medium-risk systems will be required to register their systems with the Bill's enforcing authority. If a provider obtains an administrative decision from the relevant authority classifying the activity as medium risk, the AI impact assessment, user manuals, data sources for training, and the enforcing authority's review will have to be made public. The low-risk AI technology will not be subject to registration requirements and authorisation. These systems include any systems not in the aforementioned categories, provided they adhere to the principles of the Bill, have mechanisms for user and affected party reporting to prevent or detect deviations from the AI system's intended purpose and offer an accessible complaints system for those affected.
