On 10 June 2024, Bill 3003-D-2024, establishing a legal framework for the regulation of the responsible use of Artificial Intelligence (AI), was introduced in the Chamber of Deputies of Argentina. The Bill applies to individuals and entities involved in providing, deploying, importing, distributing, manufacturing, and using AI systems within Argentina. The Bill categorises AI systems based on the risks they may pose into unacceptable, high, medium, and low. The high-risk AI systems are those that can negatively impact safety, health, psychophysical integrity, physical freedom, and fundamental human rights. These include systems requiring special security and safety protocols, such as machinery, vehicles, and other technologies needing prior authorisation under current legislation. Some systems must be registered and evaluated before and during commercialisation. Biometric recognition systems used by police and judicial authorities post facto, critical infrastructure management systems, educational and employment systems, access to essential and public services, migration and border control, legal interpretation systems, and medical information interpretation systems are all considered high-risk. Additionally, any other systems identified as high risk by the Enforcing Authority based on technical and legal criteria are included in this category.
