On 10 June 2024, Bill 3003-D-2024, establishing a legal framework for the regulation of the responsible use of Artificial Intelligence (AI), was introduced in the Chamber of Deputies of Argentina. The Bill requires all AI systems to have a clear purpose, objectives, tasks, and a problem to solve, balancing potential benefits against human rights risks. The enforcing authority must ensure compliance with the law's principles and requirements through a mandatory Human Rights Impact Assessment for all AI systems, conducted transparently with expert and stakeholder involvement. The Bill requires developers of AI systems to make the results public. Risks and alternatives to AI use must be measured and documented, considering both positive and negative impacts. AI developments will be required to conduct appropriate testing and implement improvements to their systems to prevent post-implementation biases.
