On 8 July 2024, the Privacy Protection Authority issued a draft opinion on the interpretation of Regulation 2(4) of the Privacy Protection Regulations concerning the transfer of data to databases outside Israel and opened a public consultation until 8 August 2024. In particular, the draft addresses the conditions under which personal data can be transferred from Israel to another country, focusing on the term "necessary modifications" to ensure that the protection level of the data abroad is not lower than that under Israeli law. Furthermore, the draft emphasises that data can be transferred if the recipient agrees to comply with Israeli data protection standards with necessary modifications.
