Implemented CAC Regulations on the Governance of Online Violence Information including user identification requirement

On 1 August 2024, the Cyberspace Administration of China (CAC)'s Regulations on the Governance of Online Violence Information enter into force. The regulations outline obligations to address online content deemed violent or harmful, aimed at upholding national cybersecurity and social order. In particular, the regulations require network information service providers to authenticate users' identity information and deny services if not provided while also managing account information to prevent and stop impersonation and malicious activities. Furthermore, the regulations mandate that providers establish early warning models for online violence, respond promptly to risks, guide user interactions, and take measures such as verifying real identity and restricting abnormal accounts, reporting significant increases in related activities to relevant departments.
