Adopted Decree implementing Law on Cybersecurity including content moderation authority governance (Decree no. 53)

On 15 August 2022, the Government of Vietnam issued Decree No. 53/2022/ND-CP, which clarifies the Law on Cybersecurity (Decree No. 24/2018/QH14). The decree lists the procedure for the removal of illegal or false information. The Director of the Cybersecurity and High-tech Crime Prevention Department (under the Ministry of Public Security) in conjunction with the Ministry of Information and Communications (MIC) are responsible for determining and implementing measures to request the removal of illicit or false information in cyberspace that contravenes national security, social order, public safety, and individuals among others. The aforementioned authorities issue written requests to telecommunications, Internet, and value-added service providers, as well as information system managers, to enforce the removal of such content, inspect the compliance of the involved parties, and facilitate the exchange and sharing of information about these implementations.
