Implemented Decree on the prevention of online information conflict (No. 142/2016/ND-CP)

On 12 December 2016, the Decree on the prevention of online information conflict (No. 142/2016/ND-CP) entered into force. The decree mandates telecommunications and internet providers to filter data when the sources of information detrimental to national security are identified, or if there is a valid request from entities or specialised agencies. Article 14 states that information system administrators are responsible for managing and reporting the resolution of these conflicts, in coordination with specialised agencies, particularly concerning national security and government bodies. Article 15 assigns responsibility for eradicating online information conflicts to specialised agencies, with telecom providers supporting them. Conflicts are resolved when sources are clarified and adequate resources are available, with affected entities notified accordingly.
