On 7 June 2024, the US Federal Communications Commission (FCC) issued a notice of proposed rulemaking in the matter of reporting on border gateway protocol risk mitigation progress and secure internet routing to ensure the stability and security of internet operations essential to public safety and national security. The notice addresses the importance of the Internet in modern life and ongoing efforts to secure the Border Gateway Protocol (BGP), a fundamental component of Internet infrastructure. In particular, the FCC states that the BGP lacks built-in security measures, making it vulnerable to disruptions that can significantly impact various critical infrastructure sectors. To enhance BGP security, the FCC is proposing that broadband internet service providers create and regularly update confidential security risk management plans, focusing on implementing security measures such as resource public key infrastructure (RPKI) and route origin validation (ROV). Moreover, the FCC suggests mandating that the largest service providers submit specific data every quarter, which would be subsequently released to the public.
