Description

Introduced Bill regulating Artificial Intelligence systems (Nr. 16821-19) including testing requirements

On 7 May 2024, the Bill regulating Artificial Intelligence systems (Nr. 16821-19), including testing requirements, was introduced to the Chamber of Deputies of Chile. The Bill introduces a risk-based approach and emphasises the importance of developing and using AI systems within a common ethical framework, addressing significant risks that could violate ethical and legal values both nationally and internationally. The Bill would require state administration bodies to create controlled test spaces for the development, testing, and validation of innovative AI systems before their market introduction or deployment. The Bill aims to analyse the operability of the established rules and standards, ensuring compliance and proper testing of AI systems before commercialisation. Furthermore, the Bill specifies certain exemptions for AI systems developed and used for national defense, as identified by a classified resolution from the Ministry of National Defense as well as for AI components provided under free and open-source licenses, unless they are commercialised or deployed as part of high-risk AI systems.
