China: Implemented Tianjin Pilot Free Trade Zone Data Exit Management List (Negative List)

On 9 May 2024, the Pilot Free Trade Zone Data Exit Management List (Negative List) regulating data export management entered into force following its official publication. The Negative List was adopted by the Tianjin Pilot Free Trade Zone Management Committee and the Tianjin Municipal Bureau of Commerce. The list specifies scenarios where data exporters must comply with security assessments, standard contracts, and certification requirements. The list classifies data into 13 categories and 46 subcategories and outlines exemption conditions for certain export activities. Enterprises in Tianjin must adhere to these regulations to facilitate cross-border data transfers while ensuring compliance and data security.
