On 24 April 2024, the Act Concerning Artificial Intelligence (SB 2) was passed by the Senate of Connecticut. The Bill would require developers of AI systems to incorporate standards and techniques to enable the authentication, detection, labelling, and tracking of the provenance of audio files, images, or videos that are synthetic digital content. The Bill would also require developers of general-purpose AI models to include safeguards to prevent the generation of content in violation of applicable law, including child pornography. Furthermore, the Bill would classify as unlawful the dissemination of synthetic intimate images, not just those recorded by a camera, if it causes harm to the other person. Harm includes but is not limited to emotional distress, physical injury, or financial harm.
