Implemented Order Amending SME IFR and AC/S IFR and Imposing Additional Export Controls on Certain Advanced Computing Items

On 4 April 2024, the Bureau of Industry and Security of the Department of Commerce's order amending export controls entered into force. In particular, the order amends the Export Controls on Semiconductor Manufacturing Items (SME IFR) and Implementation of Additional Export Controls: Certain Advanced Computing Items; Supercomputer and Semiconductor End Use, Updates and Corrections (AC/S IFR). The amendment extends export restrictions for high-performance chips to computers containing those high-performance chips and having a computational performance exceeding 70 Weighted TeraFLOPS.
