On 12 March 2024, the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) adopted an order expanding the registry of entities subject to self-regulation law for social networks (No. 530-FZ) to include Discord and Yappy. The law mandates social networks to autonomously detect and prevent the circulation of prohibited content. Additionally, social networks are required to provide a feedback mechanism for users to report any instances of such content. Registered social network platforms are obligated to remove or block content that promotes drug use, pornography, or encourages suicide. To ensure adherence to the law, Roskomnadzor maintains a register of social networks, overseeing compliance measures. In case of non-compliance, the social networks face fines of up to RUB 8 million.
