Implemented Law No. 406-FZ amending Act on Information, Information Technologies and Information Protection and Act on Communications including user authentication requirement

On 1 January 2025, Law No. 406-FZ, amending the Act on Information, Information Technologies and Information Protection and Act on Communications, previously Bill no. 570420-7, entered into force. The entry into force of the Law was postponed from 1 December 2023 to 1 January 2025 through Law No. 588-FZ. In particular, the Law No. 406-FZ requires owners of websites, webpages, information systems, or programs in Russia to authenticate users who are accessing their content within the country. Authentication methods include using a national mobile number, the federal state information system for identification and authentication, the state information system for biometric data authentication, or another authorised system meeting security standards. The Law specifies that authentification through foreign email services or other means is no longer a valid option for registration.
