Closed Consultation on the Electronic Communications Law including User Rights

On 12 March 2024, the Ministry of Digitalisation closed the public consultation on the Electronic Communications Act, which includes provisions on users' rights. The Act aims to strengthen the consumer's position in the relationship with the service provider at the pre-contractual stage and during the provision of services. The Act introduces an obligation to provide the consumer with a package of pre-contractual information about the service. In addition, the law introduces an obligation to provide the consumer with a summary of the terms and conditions of the contract in accordance with a template defined by the European Commission, which is uniform throughout the European Union. The pre-contractual information and the summary will be binding on the consumer if he concludes a contract. The Act provides for the establishment of an independent comparison tool to enable end-users to compare the conditions of Internet access and interpersonal communication services in terms of price and quality.
