On 24 January 2024, the Hawaii Artificial Intelligence Safety and Regulation Act (HB 2176) was introduced to the Hawaii House of Representatives. The Act establishes the Office of Artificial Intelligence Safety and Regulation within the Department of Commerce and Consumer Affairs. The Office, headed by an executive director, will regulate AI technologies in the State, adhering to the precautionary principle. It will identify and assess risks associated with AI, develop and enforce regulations, establish standards for data privacy, security, and transparency, conduct risk assessments, provide guidance and education, establish a public reporting system, collaborate with relevant stakeholders, conduct investigations and audits, and adopt necessary rules.
