Announced Roskomnadzor Licensing Requirements for Internet Providers Mandating Technical Means for Countering Threats

On 15 February 2024, Roskomnadzor, the Russian communications authority, announced that changes to the licensing rules for telecommunications providers of internet access were undergoing approval. Under the new rules, providers would have to agree with Roskomnadzor on a scheme for passing traffic through technical means (TSPU) prior to obtaining a license. The requirements are expected to be in force by 1 September 2024.
