On 30 November 2023, the Council of Europe Intergovernmental Steering Committee on Media and The Information Society (CDMSI) adopted the Guidelines on the responsible implementation of Artificial Intelligence (AI)systems in journalism, outlining the responsibilities of AI technology providers in the news media sector. The guidelines emphasise the importance of editorial autonomy in the democratic functioning of news media and recognise the unique risks faced by news media, including legal consequences and political and economic pressure. The guidelines recommend that technology providers respect these values and provide clear guidance on the use of their tools, including by making their models and training data available to newsrooms and by providing ample warning time about product shifts or adaptations. The guidelines further highlight the need for technology providers to assist news organisations in using AI systems responsibly and transparently, including providing adequate information for risk assessment.
