On 7 December 2023, the Bill amending the Code of Administrative Offenses regarding the dissemination of content related to unlawful acts on the Internet (Bill No. 506241-8) was introduced to the State Duma. The amendment introduces administrative penalties for the illegal dissemination of photographic and video material of violent, unlawful acts involving cruelty or its consequences or incitements to commit such acts for profit, hooliganism, or based on racial, national, or religious hatred or hostility. Penalties include fines of between RUB 200'000 and RUB 600'000 for citizens and between RUB 300'000 and RUB 700'000 for officials. In addition, the equipment used to produce such materials may be confiscated. There are exceptions for materials of historical, artistic, or scientific significance.
