Issued KCC ruling in the investigation into Adobe’s compliance with consumer protection regulations including a KRW 1.3 billion fine

On 29 November 2023, the Korea Communications Commission (KCC) concluded an investigation into Adobe's online service fee and refund policies compliance with consumer protection regulations, finding the company had restricted users' rights to cancel and failed to transparently communicate penalty charges. As a result, the KCC imposed a total fine of KRW 1.309 billion on Adobe, KRW 876 million for unfairly managing rate plans, hindering easy contract cancellation, and KRW 433 million for not adequately informing users about penalties and refund conditions. The investigation determined that Adobe enforced a 50% penalty on certain annual contracts for cancellations and did not offer full refunds of annual fees for cancellations made after 14 days.
