On 16 May 2023, the South Korean National Assembly adopted the Bill amending the Intelligent Robot Development and Promotion Act (Bill no. 2116941). The Bill establishes operating conditions for outdoor mobile robots used in sectors such as delivery and surveillance. The Bill aims to maintain safety standards while supporting the commercial application of artificial intelligence technologies. In particular, the Bill requires operators to develop a damage insurance policy that would cover any harm caused by certified intelligent robots. Additionally, the Bill grants the Minister of Trade, Industry, and Energy the authority to assess and certify the safety of these robots based on a checklist of 16 test items, including compliance with traffic regulations. The Bill also introduces new requirements for certification agencies, including detailed reporting and inspection procedures aimed at preventing fraud and enhancing the oversight of these agencies' activities. The Bill enters into force on 17 November 2023.
