On 7 November 2023, the Bill to implement reforms relating to foreign intelligence surveillance authorities (Government Surveillance Reform Act of 2023/S 3234) was introduced in the United States Senate. The Bill aims to reauthorise Section 702 of the Foreign Intelligence Surveillance Act (FISA) for an additional time period of 4 years. The Bill would allow the continuation of the usage of the powers granted by that Act and would expand data protection measures to ensure the surveillance powers are not abused. Furthermore, the Bill also contains reforms of government surveillance powers, including amendments to Executive Order 12333 on United States Intelligence Activities. The Bill would require the government to obtain a warrant before obtaining private data from data brokers and would prohibit the collection of domestic communications.
