Signed Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence including reporting requirements for the development of dual-use foundation models

On 30 October 2023, the President of the United States signed an Executive Order (EO) on Safe, Secure, and Trustworthy Artificial Intelligence (AI), including reporting requirements for the development of dual-use foundation models. The EO specifies that the Secretary of Commerce, within 90 days, has to verify the availability of safe, reliable and effective AI based on the Defense Production Act. The Secretary of Commerce has to require entities developing or planning to develop dual-use foundation models to notify the agency and submit reports regarding the training, ownership and possession of the model and the results regarding performance following the guidance developed by the National Institute of Standards and Technology.
