On 4 May 2023, the Bill regulating the use of social networks (PL 2355/2023) was introduced in the Brazilian Chamber of Deputies. The Bill amends the Civil Rights Framework for the Internet (Law No. 12.965), establishing principles, rights, and responsibilities for Internet use in Brazil. In particular, the Bill would require online platforms, including messaging providers, to grant users access to content moderation policies. The Bill also prohibits censorship based on political, ideological, scientific, artistic, or religious grounds. Additionally, it sets out specific cases where content can be blocked, such as explicit sexual content or the promotion of crimes.
