United States of America: Implemented revised regulations on the testing of autonomous vehicles including quality of service requirements

On 16 January 2020, revised regulations came into effect in California, allowing for the testing and deployment of autonomous motor trucks on the state's public roads. These updated regulations also include specific quality of service requirements. As per these requirements, a manufacturer can conduct testing of autonomous vehicles capable of operating without a human driver inside the vehicle on California's public roads, provided they meet certain conditions. These conditions include maintaining a communication link between the vehicle and a remote operator, ensuring the safety of the manufacturer's vehicles for public operation, and disclosing an assessment that outlines their safety strategies. Furthermore, the manufacturer must establish and uphold a training program for their remote operators. They are also obligated to certify that each remote operator has completed adequate training, enabling them to perform their remote operator duties safely and hold the appropriate class of license for the type of test vehicle they are operating.
