On 28 September 2023, the Norwegian Data Protection Authority (Datatilsynet) formally requested a binding decision from the European Data Protection Board (EDPB) in the Meta case concerning the advertising practices of Instagram and Facebook. Datatilsynet urged the EDPB to expand the Authority applicability of the current ban on behavioural advertising on Facebook and Instagram in Norway into a permanent measure and extend it across the European Economic Area. On 14 July 2023, Datatilsynet imposed a temporary ban on behavioural advertising on Meta's platforms Facebook and Instagram, arguing that the practice is illegal and Meta has to provide evidence that it is compliant with data protection regulations. The ban applies specifically to users in Norway and doesn't prohibit platforms from operating or providing targeted advertising in the country. The ban prohibits Meta from using the data users generate on the platform for advertising purposes.
