On 11 July 2023, the Bill regulating online platforms, including user identification requirement (PL 3516/2023), was introduced in the Brazilian Chamber of Deputies. The Bill aims to amend the Civil Rights Framework for the Internet (Law No. 12.965), which includes principles, rights, and responsibilities for Internet use in Brazil. The Bill would require platforms displaying user-generated content to verify the identity of the users and allow only verified users to publish content that can be accessed and seen by the public. The Bill allows unverified users to send messages to other users privately but not publish content that would be available for more users. In case of non-compliance, the platforms would face a fine of up to 10% of the revenue obtained in Brazil.
