Closed consultation on Draft Regulations to implement the Online News Act (Bill C-18)

On 3 October 2023, the Government of Canada closed its public consultation on the proposed regulations to implement the Online News Act (Bill C-18). The Bill C-18, also known as the Online News Act, aiming to ensure fair compensation for news produced by news businesses, was granted royal assent on 22 June 2023. These draft regulations define which platforms are governed by the Act, set a self-notification timeline for platforms to the CRTC, and outline criteria for exemptions from mandatory bargaining and arbitration provisions. Key aspects include requiring platforms to engage with news businesses, ensuring a minimum contribution to support Canadian news, defining fair agreements, and protecting journalistic independence. The CRTC will establish additional regulations to govern the Act's administration. The Online News Act will be fully effective by 19 December 2023, 180 days after receiving royal assent.
