On 29 April 2021, the Indonesian Competition Authority (KPPU) issued a ruling in a case involving two telecommunications providers, PT Telekomunikasi Indonesia (Persero) Tbk and PT Telekomunikasi Seluler, and their alleged discriminatory practices against Netflix. Between 2016 and 2018, networks owned by the providers had blocked users from accessing Netflix, constituting differential treatment relative to other Subscription Based Video On Demand providers. However, the KPPU found that the telecommunications providers did not violate competition laws for a number of reasons, including the fact that they acted to avoid responsibility for violating content moderation rules, they did not cause proven losses to Netflix, and users could still access Netflix’s services through alternate means.
