On 4 October 2019, the Government of Indonesia issues and implements Government Regulation 71 (GR 71/2019). The Regulation revokes GR 82/2012 and introduces a classification of Electronic System Providers (ESP) into Public and Private. The Regulation specifies the conditions for blocking access to certain content. Access to prohibited content, content that creates public unrest and disturbs public order, as well content that provides the means to access prohibited content must be blocked. Requests for blocking can be submitted by the public and by law enforcement, and ESPs are required to comply with blocking orders to avoid sanctions like fines and service access restrictions.
