Implemented Implementing Regulations of E-Commerce Law including consumer protection regulation

On 31 January 2020, the Ministry of Commerce issued the implementing regulations of the E-Commerce Law, with implementation on the same day. The regulations apply to e-commerce platforms that are located within and outside the Kingdom that provide products/services to consumers within the Kingdom. Disclosure of important information is required on the e-commerce website, such as contact details, the company's privacy policy, address, and VAT number. Additionally, any advertisements that are run on the e-commerce website should include clear descriptions of the product, contact information, and a clear statement disclosing that it is an advertisement. Statements made in advertisements should be factual and may not mislead the consumer. Consumers will be provided with a way to request not receiving certain advertisements. Once a consumer purchases a product, he/she has the right to terminate the agreement and ask for a refund if the product does not arrive within 15 days. Additionally, if a consumer changes their mind, he/she has the right to a refund within 7 days if the service/product was not used yet. Certain exceptions apply for refunds, such as damaged products, purchases of accommodation or transportation, and purchases of CDs, DVDs, newspapers, and books.
