On 26 September 2021, the Cybersecurity Administration of China closes the consultation on the draft of the Internet Information Service Algorithms Recommendation Management Regulations. The draft aims to promote the development of internet information services while safeguarding national security and social public interests, protecting the legitimate rights and interests of citizens, legal persons and other organizations. The draft Regulations requires national authorities to establish a classificatory system for algorithm recommendation technology based on, for example, functions, content types, scale, and effect on user behaviour. Algorithm recommendation service providers who use algorithms with "public opinion attributes" or "social mobilisation capabilities" are required to undergo a filing procedure for the algorithms in question.
