On 21 March 2018, the Audiovisual Media Law was implemented, 90 days after its issuance in the Umm Al-Qura Gazette. The law ensures that the broadcasted media conforms to cultural, social, and legal considerations in the Kingdom. Any audiovisual media content is required to be licensed. This includes cable TV, streaming services (OTT), TV transmission, radio, cinema, video games, satellite broadcasts, Internet Protocol television (IPTV), and video on demand (VOD). Licensing fees apply as well as specific technical requirements. These requirements could relate to the frequencies and technical procedures concerning the transmission and reception of any content. Generally, the General Commission for Audiovisual Media (GCAM) is responsible for handing out licenses and reserves the right to request any type of information from the licensees related to the transmission, reception, and production of content. Therefore, licensees are required to store relevant information for at least 90 days.
