On 24 September 2019, the Authority Board of Directors, through Resolution 337 approved the Implementing Regulations issued by the General Authority for Competition (GAC). The Implementing Regulations cover jurisdiction and what is considered illegal behaviour under the Competition Law, such as withholding goods, price setting, and imposing conditions for sale that are irrelevant to the service/product. Article 10 outlines what commercial entitiy is considered to have "dominance in a relevant market". Firstly, having a market share of at least 40%. Other factors that could be considered are ease of market entry, competition level in that market, economies of scale of the company, user rights and purchasing power, and the diversity of products available in the market.
