Adopted KPPU Chairman Regulation No. 4 of 2022

On 28 December 2022, the Chairman of the Indonesian Competition Commission (KPPU) adopted and implemented Regulation No. 4 of 2022. The KPPU Chairman Regulation No. 4 updates its approach to analysing and defining a relevant market to more closely reflect the unique characteristics of dual and multi-sided markets in the digital economy. KPPU Chairman Regulation No. 4 thereby replaces its predecessor KPPU Regulation No. 3 of 2009 on the same matter. Under Regulation No.4, the network effects of one market on another market are considered. Specifically, the identification of dual and multi-sided markets will depend on the number of product markets and user groups involved, whether the user groups must be interdependent, and whether an intermediary platform is involved in bringing these user groups together.
