Adopted OECD Guidelines Governing the Protection of Privacy and Transborder Flows of Personal Data containing cross-border data transfer measures

On 23 September 1980, the OECD Council adopted the "Recommendation concerning Guidelines Governing the Protection of Privacy and Transborder Flows of Personal Data". The guidelines establish that countries should refrain from restricting transborder flows of personal data among themselves, except when the country that would receive data does not observe the Guidelines.
