Introduced De Minimis Reciprocity Act of 2023, removing tariff exemptions for e-commerce shipments from China (S 1969)

On 14 June 2023, the De Minimis Reciprocity Act of 2023 (S 1969) was introduced in the United States (US) Senate. The Act would remove the current tariff exemptions for e-commerce shipments that have a value of under USD 800, sent to individual customers in the United States from China and Russia. Furthermore, the Act would require the Secretary of the Treasury to adopt thresholds of up to USD 800 for de minimis entries for every country by considering the value-added tax and de minimis entries imposed on the shipments from the US. Finally, the Act would allow private express carriers to facilitate the transportation of imports exempt from tariffs.
