Adopted Implementation Rules for Human Genetic Resources Regulations

On 11 May 2023, the Implementation Rules for Human Genetic Resources Regulations were adopted. Article 11 of the Rules prohibits foreign organisations, institutions controlled by foreign organisations, or foreign individuals from collecting, maintaining or transferring data on Chinese human genetic resources. According to Article 37, where the sharing of human genetic resources with foreign entities could affect Chinese public health, national security, or public interests, the Ministry of Science and Technology must first organise a security review. The rules enter into effect on 1 July 2023.
