Australia: Published National Science and Technology Council Report on Generative AI: Language models and multimodal foundation models

On 24 March 2023, the National Science and Technology Council published a Report on Generative AI: Language models and multimodal foundation models. The Report aimed to explore the opportunities and risks associated with applying large language models (LLMs) and multimodal foundation models (MFMs) in learning technologies. It also examined strategies adopted by other jurisdictions since the launch of models such as ChatGPT to address the potential impacts of artificial intelligence (AI). Furthermore, the Report outlines risks associated with these advancements. Concerns include accuracy and bias, as LLMs and MFMs heavily rely on training data quality and can perpetuate existing social inequalities. Misuse, including the creation of deep fakes and the dissemination of misinformation, poses threats to societal trust and democratic processes. The Report notes that data privacy, security, and sovereignty should be considered to ensure data's responsible use and protection. The Report stresses the need to develop legal and regulatory frameworks to address these risks and outlines different approaches, from government regulations to self-regulation and voluntary standards, that are being pursued globally.
