On 18 May 2023, Japan's Ministry of Internal Affairs and Communications adopted its Revised Guidelines for Personal Information Protection in the Telecommunications Business. The guidelines include data protection standards and requirements for telecommunications providers. In particular, the telecommunications providers are required to provide the specific purpose for collecting and processing data and obtain consumer consent. The specific purpose for collection and processing would be required to be disclosed publicly and to the consumer. Furthermore, the Revised Guidelines outline exceptions from the consent requirement, including for protecting life and property, public health concerns, collaboration with a public agency, and academic purposes.
